1. Depend on the type of network (P-P, P-MP, Point-to-area etc.) you choose appropriate propagation prediction models. Make sure that the model is appropriate for prediction of wanted signals but not for prediction of unwanted (interfering) signals.
2. Find out what minimum signal level (it could be the field strength, power level etc.) you need to provide at reception points/ areas. For this you can consult with tech. characteristics of the system (being deployed) or refer to typical recommended characteristics for the network, or requirements for the quality of the links etc.
3. Choose appropriate antenna radiation pattern depending on the areas to be covered and the location where the station is thought to be installed.
4. Find out what transmitter power you need to serve that area/link by using the models chosen. Apply all appropriate corrections (losses due to buildings, trees, see paths, terrain, rain, gases, cables, etc.) in coverage calculation and verify the coverage area or link budget.
5. Do iterative calculations by using different locations, transmitter powers, antenna patterns until you get desired coverage or link.
