			<content:encoded><![CDATA[<h3>Difficult Analog Designs</h3>
<p>It isn&#8217;t possible to furnish all expertise in house at all times. Sometimes it doesn&#8217;t even make sense to have a full time analog engineer on staff. Whatever the scenario, there often comes a point when a design becomes difficult. Going it alone at that point might lead to huge problems later, be that in production, in the field, or simply a large cost overrun. I have seen boards that unnecessarily contained numerous precision chips totaling over $1000 just in parts and they still would not work reliably. This will often require a redesign from scratch, meaning that all the engineering hours that had gone into it were basically wasted. </p>
<p>Other designs are just partially difficult. This could be an RF section, something that needs to provide incredible precision or maybe a disposable portion that must be realized at rock bottom cost. In that case the consultant can handle the &#8220;nasty&#8221; parts while the other engineers develop the rest. That has worked very well in the past. It also provides an opportunity for the client&#8217;s engineers to learn how to handle this type of challenge next time.<br />
<h3>Digital Designs</h3>
<p>Analog consultants are not FPGA designers, so what should they be doing here? A lot. As soon as clock frequencies exceed 100 MHz or rise and fall times reach picosecond levels things become analog rather quickly. A minor oversight on the clock distribution, phase jitter, cross talk, unwanted transmission line behavior, all this can have effects that can drive the digital designer up the wall. The simulations show that everything should work fine but the design behaves outright weird. That can cost many work hours and throw the time schedule a real curve. </p>
<p>Analog consultants use tools such as oscilloscopes, analyzers and meters in different ways. They look for those subtle yet revealing signs of trouble. Bus contentions, transient pulses, runt pulses, brief bits of data that weren&#8217;t supposed to be there. Very few digital designers master this art. When the going gets tough analog consultants pull out techniques that others would regard as a dowsing rod approach. Many times I have used a communications receiver, headphones and a suitcase of near field probes to find problems on digital boards. You would be surprised what kinds of issues are being unearthed this way. Weeks of diagnostic attempts by digital designers and software engineers can be spared.<br />
<h3>System Level Problems</h3>
<p>Mostly our tasks here are related to pre-compliance improvements, to achieve a better electromagnetic compatibility (EMC). The typical problems that I find are grounding issues, suboptimal cabling paths, incompatible mounting hardware or power supplies that do not hold what the manufacturer had promised. The ideal scenario would be to have an analog consultant on board during the initial design phase. </p>
<p>The most amazing results are the ones nobody expects. Often when I finish up my EMC pre-compliance work the system is tested to see whether everything still works as before. Suddenly the crew realizes that many problems that were believed to be software or firmware related just vanished. Days or weeks had been spent searching for a bug that simply wasn&#8217;t there but had in reality been caused by noise coupling within the system.<br />
<h3>Production Issues</h3>
<p>An analog consultant who is familiar with high volume production can take a holistic look at things. Being a very good listener is key in that role. I have found on occasion that the communication between Engineering and Production is, well, not always stellar. For some reason an independent party is often able to detect much more than could be found in house. I vividly remember a case where a very large SMT board would fail almost 100% after reflow soldering. We quickly determined that warping was the cause and a short trip to a lumberyard for some nice two by four solved that for good. The billed time for that assignment was under three hours, much less than the cost of a single circuit board. </p>
<p>One reason why a consultant may be a bit more successful here is the exposure to so many other situations. While never saying it, a consultant often instantly thinks &#8220;been there before&#8221; and can come up with a solution that has worked well in the past in a totally different scenario. Other times the consultant can suggest solutions that nobody ever used in the client&#8217;s business. Often I heard comments such as &#8220;you really think that anyone makes such a machine?&#8221;. Yes, they do, they just were never intended to be used in the manufacturing of electronics.<br />
<h3>Cost Reduction</h3>
<p>Analog consultants who have a long history of designs under the belt have learned how to be frugal. They have designed to very stringent cost targets, turning around every little transistor to see if it could be spared. Being able to design down to transistor level is absolutely paramount. Unfortunately that is not the case anymore for every analog engineer. Only when our mind can imagine every possible solution from transistor level all the way to fancy chips can we achieve an optimum in cost versus performance. </p>
<p>Cost thinking goes far beyond the design itself. A decade or more of experience is needed to be familiar enough with what is possible in production and how much it will cost. There has to be a Dollar calculator running in a corner of the brain at all times. Just as an exercise, but one that has to be done without offense, have you asked a group of engineers during a design review what their solution will cost in production? It doesn&#8217;t have to be an exact amount but engineers should know a good ballpark figure and what the &#8220;heavy hitters&#8221; are in their designs. Seasoned analog consultants always do.<br />
<h3>Due Diligence</h3>
<p>When contemplating an acquisition it is important to know what&#8217;s really in the bag. This holds true whether a whole corporation is targeted or just the rights to a certain product design. The own engineers might be a bit biased, either overly optimistic or in the other extreme they could react with a slight hostility towards &#8220;being merged&#8221; with another group. That is where an independent party is of very high value. Does this or that project really have a chance? Are there any compliance matters that might turn into show stoppers? </p>
<p>I have dealt with due diligence, twice on the side of the acquiring party and once on the other side. Independent parties were always involved and they all provided very honest opinions. After all, we bestow plenty of money and other resources on legal counsel. Shouldn&#8217;t the technical side be covered equally well?</span><br />

			<content:encoded><![CDATA[<p>BANGALORE, INDIA:Infosys Technologies Ltd expects outsourcing demand to revive in early 2010, but the current business environment was challenging as slowing world economy crimped spending, its chief financial officer said.</p>
<p>India&#8217;s second-largest software services exporter is looking to spend between $200 million to $300 million to acquire firms and is sharpening its focus on newer markets such as Australia, India, and China to boost growth, V. Balakrishnan said.</p>
<p>Shares in India&#8217;a top outsourcers such as Tata Consultancy, Infosys and Wipro have soared in recent weeks on hopes of a revival in sluggish business momentum later this year, but Balakrishnan was cautious about such a possibility.</p>
<p>&#8220;At the macro level there is some confidence back, people are slightly more comfortable, but on the ground things are still the same,&#8221; he saidd, referring to the global economic downturn that has battered information technology spending.</p>
<p>&#8220;People want a clear direction that there could be an economic recovery for them to get confidence and start spending. That is some way to go,&#8221; Balakrishnan told the Reuters Global Technology Summit in Bangalore.</p>
<p>Last month, Infosys forecast its first decline in annual revenue as global demand for outsourcing slowed in a harsh economic climate, halting growth for India&#8217;s once burgeoning technology services sector.</p>
<p>India&#8217;s $60 billion IT outsourcing sector, which provides services from software coding to managing computer networks and call centers, faces weak demand and rising competition from global rivals such as IBM and Accenture.</p>
<p>Balakrishnan said the pricing environment remained challening for Nasdaq-listed Infosys, which counts Goldman Sachs, Philips Electronics, and BT Group Plc among its clients.</p>
<p>&#8220;It will be very brave for somebody to come and say that the worst is over. Worst is not over,&#8221; he said.</p>
<p>Acquisition to boost growth</p>
<p>Infosys, which has cash reserves of more than $2 billion, is interested in buying overseas firms specialising in technology infrastructure management, consulting and managing call centres for $200-$300 million.</p>
<p>Balakrishnan said the rupee was likely to rise in the short term on surge in foreign investments after the ruling coalition won a clear election victory, but Infosys would be able to manage its impact on profit margins if the rise was not too sharp.</p>
<p>The rupee fell against the U.S. dollar in the financial year that ended in March, benefiting Infosys, which gets more than half its revenue from the United States. The rupee rose past 48 per dollar for the first time in nearly five months on Monday.</p>
<p>Infosys hopes its China unit would break even in one year as it boosts investments and headcounts, Balakrishnan said.</p>
<p>Infosys&#8217; China subsidiary made a loss of $2.3 million in the year to March 31, 2009 and has been a drag on its earnings.</p>
<p>Shares in Infosys, which have a market value of more than $18 billion, have jumped 57 percent in this year, outperforming a 43 percent rise in the sector index and a 48 percent jump in the main Mumbai index.</p>
<p>The stock rose nearly 10 percent on Monday in a Mumbai market up 17 percent before circuit breakers were triggered that halted trading for the day.</p>

			<content:encoded><![CDATA[<p>Bangalore: With the IT clients in the U.S., Europe and Japan tightening their purse strings, Indian IT companies are scrambling to raise their share of the Indian software and IT services market, which industry body Nasscom values at around Rs 57,200 crore ($11.4 billion), reported Mint. </p>
<p>Mumbai-based TCS and Bangalore-based Infosys, India&#8217;s largest and second largest IT service exporters, respectively, have set themselves the target of earning $1 billion, or around Rs.5,000 crore, in revenue from the domestic market in the next three to four years. Wipro wants to raise its India focus, as does mid-sized firm MindTree. In March, Employees&#8217; State Insurance Corporation, a government of India agency that provides health insurance to 10 million workers, had awarded a Rs.1,182 crore information-technology (IT) project to Wipro, which outbid other biggies like Infosys and Wipro to clinch this deal.</p>
<p>Adding allure to the domestic market is the plans by the sectors like government, energy and utilities, telecom, banking and finance to step up their IT spending. Customers in the US and Europe have traditionally made up as much as 80% of revenue earned by Indian exporters of software and related services.</p>
<p>A late 2008 report by research firm Gartner says that the Indian IT software and services segment, excluding business process outsourcing, is expected to grow at an annual pace of almost 20 percent to touch $13.2 billion by 2012.</p>
<p>TCS earns around $500 million (Rs2,500 crore), or nearly 8 percent of its total revenue, from Indian clients. &#8220;We have a base of key clients and solutions portfolio. We have made investments and have people, business and clients. We will accelerate all of this,&#8221; a TCS spokesperson said.</p>
<p>However, the worry at TCS is that &#8220;India, like other emerging markets, is volatile and most business is project-based and not annuity basedï¿½hence there is a certain element of uncertainty,&#8221; the spokesperson added.</p>
<p>Meanwhile, Infosys earns less than 2 percent of its revenue (or less than Rs400 crore) from the domestic market. &#8220;The market is very large, and has matured over a period of time,&#8221; said Binod HR, head of the India business unit of Infosys. He said a &#8220;big challenge&#8221; is that Indian customers are very price-sensitive.</p>
<p>Wipro is one of the largest system integrators in India and, according to Springboard Research, has the second largest share of the domestic market after IBM.</p>
<p>P.K. Gopalkrishnan, Senior Vice-President and India business head IT services of Bangalore-based MindTree said the company earns up to 5 percent of its revenue from India and aims to double it by 2014.</p>

<p>One such is David Kilcullen, who has served as a senior adviser for counterinsurgency to then United States secretary of state Condoleezza Rice  and Commander of the Central Command General David Petraeus, and continues to be called on for advice by the US military brass.</p>
<p>Kilcullen, author of the best-selling The Accidental Guerrilla, while keynoting the conference, said, &#8220;Elements within the army and within the ISI have traditionally had a close relationship with the Afghan Taliban, and one of the problems with that is that some elements in the Pakistani national security establishment have got into the habit over decades of using militant extremists as an unconventional counterweight to Indian regional influence.&#8221;</p>

<p>&#8220;That&#8217;s a problem when you are trying to orient the national security establishment away from a focus on India and a focus on the region, to dealing with the main threat to Pakistan, which is the threat of internal collapse and extremist take-over,&#8221; he observed.</p>
<p>Predicting that the civilian government in Islamabad  will collapse within the next two, three months, Kilcullen said if this was to be avoided, the Obama administration needed immediately to &#8220;empower the Pakistani civilian authorities to control their own national security establishment&#8221;, and to &#8220;beef up and train&#8221; Pakistan&#8217;s police force.</p>
<p>Arguing that sections of the national security establishment are not operating under the direction of the civilian authorities, Kilcullen said, &#8220;You only have to look at (Pakistan&#8217;s chief of army staff) General Ashfaq Kayani publicly disobeying President (Asif Ali) Zardari&#8217;s directive to send (the head of the ISI Lieutenant) General (Ahmed Shuja) Pasha to India after the Mumbai  attacks to see that parts of the army just don&#8217;t take direction from elected officials.&#8221;</p>
<p>Referring to the under-trained police force, Kilcullen said it, and the frontier constabulary, are primarily tasked with law and order and internal security. &#8220;But we have given very little support to the Pakistani police, and it is heavily under-resourced. Lots of the resources have gone to the military, and the Pakistani police are under-resourced, under-trained and penetrated and intimidated by the militants,&#8221; he said.</p>
<p>Kilcullen, who was part of the White House review of Afghanistan and Pakistan strategy carried out under Obama&#8217;s direction, strongly opposed the predator drone strikes inside Pakistan, and said it was a disservice both to the US and to Pakistan.</p>
<p>&#8220;When we intervene in people&#8217;s countries to chase small cells of bad guys, we end up alienating the whole country and turning them against us. And Al Qaeda&#8217;s  strategy is fundamentally based on trying to soak us up in a series of unsustainable interventions in various places around the world,&#8221; he cautioned.</p>
<p>The strategic expert said the US needed to get out of the business of unilateral intervention in countries where it sees terrorist threats, and get into &#8220;an approach of local solutions to local problems, working through a capacity building and local partnership approach.&#8221;</p>
<p>When it was pointed out that the people in some areas hit by predator strikes had hailed the attacks for getting rid of terrorist elements, Kilcullen said this was because &#8220;we haven&#8217;t actually been in there and protected them, and if you can&#8217;t protect people then I guess it&#8217;s a fall back, hitting the bad guys, and this can make some groups feel safer. But it&#8217;s complicated, and every agency has its own dynamic, every little valley has its own dynamic. I&#8217;ve talked to guys of one end of the valley who&#8217;ve said, &#8216;Thank you for that drone strike a couple of weeks ago, you wiped out one of my major business rivals&#8217;.&#8221;</p>
<p>The trouble with such strikes, he said, was that they provided a rallying point for those attempting to destabilise the country. &#8220;If we go in with an enemy-centric focus where we are just trying to find and defeat the Taliban, then we are on a path to losing. If we go in with a population-centric approach where we are trying to protect the population to make them feel safe, that is the pathway to getting people to move away from armed politics towards participation in a regularised political process.&#8221;</p>
<p>He pointed out that when the Pakistani army, under pressure from the US, went into the FATA region to conduct military operations against a group of radical Al Qaeda-linked militants, &#8220;the heavy-handed approach that the army took, the damage that was done to local society and the unilateral way that they operated led very quickly to a backlash.&#8221;</p>
<p>&#8220;Large portions of tribal groupings in FATA were in open revolt against the army and after that, all we&#8217;ve seen has been an increase in the coalition of the pissed-off in that part of the world, who are aligning themselves against the national government and with a bunch of groups that they were not close to before the army went into the FATA,&#8221; said Kilcullen, suggesting that this backlash was now spreading across the rest of Pakistan.</p>

			<content:encoded><![CDATA[<p>Satyam Computer, which was struggling to even meet its January salary bill, now reports a small cash surplus. The company has cleared all its liabilities including salaries and supplier payments, said a top official on the request of anonymity. </p>
<p>The company has managed its operations with collections of over Rs 2,000 crore from customers in the last three months or an average of Rs 700 crore a month, reported Business Line. When Satyam nosedived into deep crisis in January with Ramalinga Raju went public confessing to inflating balance sheet, the company had receivables of a little over Rs 1,700 crore, all of which has been recovered in the period since, said the official.</p>
<p>Satyam spent almost Rs 1,000 crore in March to meet its salary and other obligations pending since January. Almost the entire money was spent from internal accruals over the last three months, leaving it with about Rs 200 crore cash as of April 1.</p>
<p>In February, Satyam was left with surplus cash of over Rs 450 crore after payment of salaries. This included the Rs 300-crore loan it borrowed that month, which it used to repay old loans and also meet forex losses from prior hedging contracts. The company is understood to have been sanctioned a further Rs 385-crore loan from two different banks, which it has not availed itself of yet.</p>
<p>Given the healthy cash situation, Satyam also has reportedly discharged most of its liabilities for pending bills, including supplier and vendor payments, in March. Vendors are understood to have opted to take cash immediately in return for small discounts of up to 10 percent on their pending bills.</p>

<p>According to the company&#8217;s employee website Alliance@IBM, the IT giant had sent a circular to the employees giving them an option of working in emerging markets such as India, China, Brazil or other developing countries.</p>
<p>&#8220;In a new twist on career aid for former workers, Big Blue has created &#8220;Project Match&#8221; to encourage laid-off workers in the United States and Canada to relocate to take IBM jobs in India, China, Brazil or other developing countries,&#8221; it said. </p>
<p>According to the internal company document provided by an activist group trying to form a union, &#8220;The &#8220;Project Match&#8221; created by Big Blue would help its former employees in the US and Canada to locate potential job opportunities in growth markets where skills are in demand&#8221;, it said.</p>
<p>&#8220;Former employees will be contact with hiring managers at IBM units in countries including Slovenia, Romania, Brazil, Nigeria, the Czech Republic, South Africa and the United Arab Emirates,&#8221; said the document. </p>
<p>The document was received by the Alliance@IBM&#8217;s national coordinator Conrad from a worker who was recently laid off. </p>
<p>&#8220;The people who might do it are people who have come from those countries. Some young people might do it just to see a different country, but to expect or to think a long-term IBM employee with a family would do it is not very feasible,&#8221; said Conrad. </p>
<p>And, he noted that this initiative differs significantly from traditional overseas assignments, in which a worker goes abroad for a year or two, keeps his or her U.S. salary, and frequently benefits from perks such as living expenses or tuition for school-age children. </p>
<p>He predicts Project Match will have limited appeal. The company would also financially help the employees with moving costs and immigration assistance with visa issues and the like, said IBM&#8217;s employee website. </p>
<p>With massive layoffs already proceeding in India, a major question of How the company is going to accommodate the &#8220;Project Match&#8221;? So, is it that the so-called &#8216;third-world&#8217; ambition of IBM is going to be the nemesis of its workforce in India?</p>
